FOLLOWING sent to India:
My telegram No. 82 of 21st February.
"I have received from Opium Combine copy of agreement with a request for approval. Agreement purports to be made between Shanghai Opium Combine of the one part and Military and Civil Governors of Kiangsu and Opium Suppression Commission, representing Chinese Government, of the other part.
Final clause, however, provides that, in addition to above parties, His Majesty's Minister at Peking is also to receive copy for his file.
"I am informing combine in reply that mention of His Majesty's Minister is entirely unauthorised, and that I cannot take any cognizance or action in regard to agreement unless and until it is communicated to me officially by Chinese Government through Wai-wu Pu."
